The infiltration of intelligence agencies into terrorist organizations is studied through the case study of İRA. It is argued that intelligence agencies take precautions within the scope of counter terrorism and get strategical and operational superiority within the scope of the precautions. In this study, emergence of terrorism, the structure of terrorist organizations and the types of terrorism are studied. Besides, emergence of security concept is defined along with terrorism and how the perception of counter terrorism changed after September 11 is analysed. The history of intelligence and areass of ingelligence organisations in international system are discussed. Ireland issue and its stages are mentioned. Within the scope of the topic, foundation of İRA, the aim and the structure are analyzed. The role of Brisith and Irish governments, their intelligence agencies and negotiations in counter terrorism resulting ceasefire are evaluated.
