Abstract

Caring for children who can not remain in their own homes with their own parents is one of the most basic problems in the field of child welfare. Traditionally some of these dependent children have been cared for by relatives or neighbours. However, there have always been a certain number of orphans or children whose relatives are unable or unwilling to care for them. Our society has, since Elizabethan times, become increasingly concerned about this latter group of children.
