Abstract

Quite apart from World War II, the years following 1934 may well be the most important in the history of the British West Indies in general, and of Jamaica in particular A series of labour disturbances over the British Caribbean area led to the West India Royal Commission of 1938-39, and this Commission made an exhaustive examination of the whole range of conditions, social and economic, prevailing in the (1) British colonies. Subsequently, under provision of the Colonial Development and Welfare Act, 1940, His Majestyfs Government appointed a Comptroller to work out, in collaboration with the local governments, long term programmes of social reform and schemes of development and welfare.[...]
