Abstract

"...It becomes the province of the engineer in his functions of designing and building the various units so prominent in our contemporary civilization, to guild with due regard for economic and mortal safety. To do these things he must have reliable data of the behavior and characteristics of those materials with which he works. The data can only be obtained by the systematic testing of engineering materials and the articulated units and fabricated structures that are built with them" – Safety, p. 7-8.
