"This thesis is based upon the data assembled and engineering studies made preliminary to the design of a project for the protection of the City of Salina, Kansas, and its environs, from the overflow waters of the Smoky Hill River and Dry Creek, a small stream paralleling the river, and to a lesser extent, from the overflow waters of the Saline River and Mulberry Creek. These data and studies, together with recommendation for the project and preliminary estimates of cost, were included in a report to the City of Salina in October, 1929, prepared jointly by R.J. Paulette, then engineer for the City, and the firm of Black & Veatch, Consulting Engineers, with G.R. Scott in active charge of their part of the work. The main body of the thesis is a copy of that report, slightly revised for the present purpose" – Introduction, page [1].
