Abstract

We are therefore led to the conclusion that the unification of the various Federal agencies now engaged in the administration of unemployment compensation should be effected as soon as possible. We also may conclude that it would be advantageous to bring about in the course of time a complete centralization of unemployment compensation in the federal government and terminate all state control over such functions. Other aims should be the establishment of the system on a sound actuarial basis by adjusting the oontributions and benefits in accordance with actual experience and also the examination of the pay roll tax collecting machinery now in operation to see if such work cannot better be handled by an agency other than the Bureau of Internal Revenue.
