This thesis focuses on the process of the revision of the EU Waste Framework Directive (WFD). Through policy tracing the aim is to identify various actors’ influence and positions during the revision process, from the Commission’s policy formulation in 2005 to the final outcome in 2008. In focus will be the main EU institutions: the European Commission, the Parliament and the Council, as well as various experts and stakeholders which have sought to influence the policy outcome. By applying the theoretical field of Discursive Institutionalism to the empirical findings this thesis will give an explanation to the various interactions between influential actors and what effect this interaction had on the final policy outcome.
